Change Orders under the Changes Clause
A change order is a contract modification directing the contractor to make a change of the type that the changes clause authorizes.
Only CO’s acting within the scope of their authority may execute change orders.
A bilateral change order is an agreement for the performance of changed work that is signed by both the Contracting Officer and the Contractor.
A unilateral change order is a directive to the contractor to perform changed work that is signed by the Contracting Officer only.
